Chapter One: Introduction
1.1 Background of the Study
The autonomy of local governments is a critical aspect of Nigeria's federal system, and the Nigerian Constitution guarantees local governments a degree of independence in governance and administration (Adebayo & Mohammed, 2024). However, in practice, local governments like Gusau LGA in Zamfara State often face challenges to their autonomy, especially in terms of financial independence, political interference, and inadequate implementation of constitutional provisions. This study seeks to assess how constitutional law has shaped the autonomy of local governments in Gusau and to evaluate the extent to which constitutional provisions have been upheld at the local level.
1.2 Statement of the Problem
Despite constitutional provisions for local government autonomy, Gusau LGA, like many others in Nigeria, faces challenges in exercising its independence. Issues such as dependence on state government funding, political interference, and limited control over local revenue generation hinder the ability of local governments to function effectively. This study will explore how constitutional law has impacted the autonomy of Gusau LGA and examine the barriers that limit its effective realization.
1.3 Objectives of the Study
To examine the impact of constitutional law on the autonomy of Gusau LGA.
To identify the challenges that limit the autonomy of Gusau LGA under constitutional law.
To provide recommendations for enhancing local government autonomy in Gusau LGA.

1.5 Research Hypothesis

H₃: Enhancing local revenue generation and financial independence will improve the autonomy of Gusau LGA.
1.6 Significance of the Study
This study will contribute to understanding the practical challenges faced by local governments in Nigeria, particularly in Gusau LGA. By focusing on the relationship between constitutional law and local government autonomy, the study will provide valuable insights for policymakers, local government officials, and academics interested in federalism and governance in Nigeria.
1.7 Scope and Limitations of the Study
This study will focus on the autonomy of Gusau LGA, Zamfara State, with a particular emphasis on constitutional law and local governance. Limitations may include difficulty accessing government officials and local data on financial independence due to political sensitivities and administrative restrictions.
1.8 Operational Definition of Terms
Local Government Autonomy: The degree of independence that local governments possess in managing their affairs without interference from state or federal authorities.
Constitutional Law: The body of law based on the Nigerian Constitution that defines the powers, rights, and responsibilities of government institutions.
